Immigration Minister Marc Miller dropped a bombshell, predicting that nearly five million temporary residents waving their expiring visas will be packing their bags and leaving Canada next year. Voluntarily?

“Are you going to send CBSA to chase all of these 766,000 students?” said Kmiec.
